Key Changes to the California Bar Exam: What Applicants Need to Know
On August 13, 2024, the State Bar of California announced significant changes to the administration of the California Bar Exam. The two most notable updates concern the exam’s delivery method and the organization responsible for its content.
First, the California Bar Exam will now be administered primarily online. This shift towards remote testing mirrors a broader trend, which accelerated due to the COVID-19 pandemic. The first remote bar exam in California was introduced in October 2020. While the reasons for online testing differ today, applicants will again transition from traditional site-based exams to taking the bar “at home.”
One of the main challenges for candidates is avoiding technical issues that could result in Chapter 6 violations related to exam integrity and conduct. A major benefit of online testing is the elimination of travel costs for out-of-state candidates. Many applicants previously faced the financial burden of traveling to California, including high airfare and hotel costs. This new format removes that barrier, making it easier for candidates to sit for the California Bar Exam.
The second change involves the State Bar’s decision to partner with Kaplan North America to develop the exam’s multiple-choice questions, essays, and performance exams. Previously, the National Conference of Bar Examiners (NCBE) provided the MBE (Multistate Bar Exam) questions. Kaplan will now create these questions, starting with the February 2025 exam for the MBE and expanding to essays and performance exams in 2026.
A common concern is how applicants should prepare for the new questions. However, the State Bar has emphasized that “the questions developed pursuant to this agreement will not substantially modify the training or preparation required for passage of the exam.”
It’s important to note that the exam will continue to assess the same core knowledge and skills. While the format and vendor may change, the fundamental requirements for bar exam success remain the same.
